HM Revenue and Customs could take direct control of every worker’s monthly pay cheque under plans to overhaul the error-prone income tax system.

Instead of employers deducting income tax then paying gross salaries to employees, the gross monthly payment would go to an HMRC-run tax “calculator”, which would then pass the net salary to the worker. The reform would mean the end of traditional monthly payslips, because employers would no longer be able to tell workers how much tax they had paid each month. The tax authorities are consulting accountants, lawyers and businesses on the plans to reform the pay-as-you-earn (PAYE) system.

The potential shake-up has emerged after HMRC confirmed that inaccurate data means millions of people will be made to pay back underpaid tax, and millions more will get rebates. PAYE is based on tax codes that estimate each taxpayer’s annual income, but accountants say the system is increasingly failing to reflect the reality of modern work, where people frequently change jobs and benefits. In the two years from 2008-10, almost six million people paid the wrong amount of income tax, leaving some facing demands for repayment and others qualifying for rebates.

HMRC also has more than 18 million open cases relating to wrongly paid tax predating 2008. Under the current PAYE system, employers calculate a worker’s tax liability and deduct the appropriate share before paying the rest to the employee. Employees then give HMRC an annual summary of each worker’s pay and tax, which the tax authorities then assess to see if more or less tax is owed.

To make PAYE more accurate, Treasury ministers have suggested that employers should provide HMRC with monthly updates on workers’ salary payments and other financial details. Such “real time information” could then be used as the basis of a new “centralised deductions” system that would give HMRC an unprecedented role in workers’ monthly salary payments. Under the centralised deductions system, employers would pay workers’ monthly salary into a central calculator run by HMRC.

There, income tax deductions would be made automatically and the net salary then passed on to the worker by HMRC. Instead of a payslip detailing pay and deductions, workers would only find out how much income tax they had paid by asking HMRC. Brian Stenhouse of Armstrong Watson, which runs payroll services for more than 2,000 companies, said people should have “deep concerns” about the central deductions plan.

He said: “Are people going to be happy to give HMRC their bank details and trust HMRC to make the right deductions and pass on their salary every month? “Given they’re not going to have a complete monthly payslip any more, people are going to be in dark about what’s been deducted. And if there is an error, they’d be reliant on HMRC to correct it.” Ministers have asked tax experts to give their responses on the proposed new system later this month.

Treasury sources said ministers had made no decision on overhauling PAYE, but insisted the Coalition is determined to make the system more accurate. A source said: “Labour left the tax system in a mess and we are determined to clean it up.”

There is growing anger (from who feminists?) in the U.S. over plans to execute a borderline mentally ill woman in Virginia later this month.

Teresa Lewis, 40, has been charged with masterminding the murder of her husband and stepson in 2002. She will be the first woman to be executed in Virginia for almost a century after she pleaded guilty to hiring two men to murder Julian Lewis, 51, and his son C.J, 25, so she could collect a $250,000 life insurance payout. If the U.S Supreme Court does not review the case and the Governor of Virginia Bob McDonnell does not grant clemency, Lewis will be put to death on September 23.

Since her trial eight years ago, new evidence about the 40-year-old and the men she hired, Matthew Shallenberger and Rodney Fuller, has emerged, raising questions over the death sentence handed down. Lewis took two IQ tests after her trial and scored 73 and 70 in the examinations, which according to the U.S. Supreme Court places her in the 'borderline intellectual functioning' zone.

Shallenberger also wrote in a letter to a fellow inmate in 2003 that he had deliberately manipulated Lewis into going along with the plan to kill her husband and stepson. Three years later he committed suicide in prison. Since her sentence, three different psychology experts have declared Lewis suffers from 'dependent personality disorder', making it difficult for her to carry out even the most simple of daily tasks without the help of someone else. Julian Lewis and his son C.J were shot dead on October 2002.

In 2003 Lewis was transported to the Fluvanna Correctional Facility for Women after receiving the death sentence and has remained in isolated segregation ever since. Both Shallenberger and Fuller received multiple life sentences for their parts in the double murder.

During the late 1980s and the late 1990s, the United States experienced two unprecedentedly long periods of sustained economic growth—the "seven fat years" and the " long boom." Yet from 1980 to 2005, more than 80 percent of total increase in Americans' income went to the top 1 percent. A Durham teacher has been sentenced to more than 6 years in prison after admitting to having sex with a boy student. The woman, Gina Marie Watring, taught at Creekside Elementary School in Durham and also was sentenced to 3 years of probation. The incident with the boy, who was 10 years old, happened twice at her home in April of last year when the two had intercourse, according to court documents.

There were also sexual text messages between the two. Watring was charged in April 2009 with first-degree kidnapping, felony child abduction, rape of a child by an adult offender, sex offense with a student and indecent liberties with a child.

Israel’s Urim base in the Negev desert is among the most important and powerful intelligence gathering sites in the world. Yet, until now, its eavesdropping has gone entirely unmentioned

Israel’s most important intelligence-gathering installation is only a 30km drive into the Negev desert from Beersheba prison – where those taking part in the Gaza aid flotilla were briefly detained this June. The base, hidden until now, has rows of satellite dishes that covertly intercept phone calls, emails and other communications from the Middle East, Europe, Africa and Asia. Its antennas monitor shipping and would have spied on the aid ships in the days before they were seized.

Israel’s powerful position in the Middle East is often associated with its armed forces, nuclear weapons arsenal or covert (Mossad) operatives. But just as important is its intelligence gathering – monitoring governments, international organisations, foreign companies, political organisations and individuals. Most of this happens at the installation in the Negev a couple of kilometres to the north of the kibbutz of Urim. Our sources, close to Israeli intelligence, know the base first-hand. They describe lines of satellite dishes of different sizes, and barracks and operations buildings on both sides of the road (the 2333) that leads to the base. High security gates, fences and dogs protect the facility. As you can see on the internet, the satellite images of the base are quite clear. A practised eye easily discerns the signs of an electronic surveillance base. A large circle in the farmland shows the site of a direction-finding antenna (HF/DF) for monitoring shipping.

The Urim base was established decades ago to monitor Intelsat satellites that relay phone calls between countries. It expanded to cover maritime communications (Inmarsat), then rapidly targeted ever more numerous regional satellites. As such, says intelligence specialist Duncan Campbell, it is “akin to the UK-USA pact’s Echelon satellite interception ground stations”. The Echelon system is a network of interception stations around the world, set up in 1996 by the US, Britain, Canada, Australia and New Zealand. Satellite phones used by the Gaza-bound aid ships were easy targets for this hi-tech equipment.

Our Israeli sources described how the computers are “programmed to detect words and phone numbers of interest” from intercepted phone calls, emails etc, then transferred to Unit 8200 – the headquarters of Israeli signals intelligence – in the city of Herzliya, north of Tel Aviv. There they are translated and passed on to other agencies, including the army and Mossad. Unit 8200 and its counterparts – the British Government Communications Headquarters (GCHQ) and the American National Security Agency (NSA) – are less famous than their foreign intelligence and special operations agencies (MI6, the CIA and Mossad). Yet the signals agencies are far bigger. The Urim base targets many nations, friend and foe. A former analyst at Unit 8200, a military service conscript, said she worked full time translating intercepted calls and emails from English and French into Hebrew. It was “interesting” work, studying routine communications to find the nuggets. Her section listened mostly to “diplomatic traffic and other off-shore [international] signals”. They also searched public internet sites.

The Urim base, said our sources, is the centre of a spying network that taps undersea cables (notably Mediterranean cables linking Israel to Europe via Sicily) and has covert listening posts in Israeli embassy buildings abroad. Unit 8200, which is officially part of the Israeli army, also has secret monitoring units within the Palestinian territories and uses Gulfstream jets fitted out as signals intelligence aircraft. Excluding television satellites, most satellites, in an arc stretching from the Indian Ocean to the Atlantic, are probable targets: European, Arab, Russian and Asian, as well as the Intelsat and Inmarsat satellites. Images of the base show 30 listening antennas, making Urim one of the largest signals intelligence bases in the world. The only comparable-sized station is a US facility at Menwith Hill in Yorkshire, UK.

Other stations have been known about since the 1980s. There is a large NSA base near the German city of Bad Aibling, and another US base on the Indian Ocean island of Diego Garcia, just northwest of an airbase with a runway full of B-52 bombers. The main UK base, at Morwenstow, Cornwall, can be spotted through its 20 listening antennas above the cliffs. France has its own network, known as Frenchelon, under the General Directorate for External Security (DGSE), which includes several bases in France and its overseas territories. But unlike these, Israel’s spy facility at Urim remained invisible for decades.

Britain's youngest female double murderer was ordered to be detained for a minimum 14 years at the Old Bailey today.

Lorraine Thorpe was just 15 when she killed her father, who was in her care. She also murdered mother-of-two Rosie Hunt who was kicked and punched over several days, suffering multiple fractures and nine broken ribs. Thorpe, who was on the run from social services at the time, and her co-defendant Peter Clarke, 42, were convicted of both murders in Ipswich in August last year. Clarke was jailed for a minimum of 27 years last month. Thorpe, now 16, joins a small group of Britain's most evil women killers. They include:

Mary Bell, who was 11 when she strangled two boys in Newcastle. She was convicted of manslaughter in 1968. Sharon Carr was 12 when she stabbed 18-year-old Katie Rackliff 32 times in the street in Farnborough. She was convicted of murder aged 17 in 1992. Myra Hindley was found guilty in 1966 of murdering two boys and being an accessory in Ian Brady's murder of a third child in the Moors Murders. Twenty years later they confessed to killing two other children.

Rosemary West was 42 when she was convicted in 1992 of murdering 10 girls and young women with her husband Fred, mostly at their home in Cromwell Street, Gloucester. Thorpe and Clarke's two murders took place amid the violence and stealing culture of Ipswich street drinkers of which Thorpe was a part from the age of 13. Her parents had split up when she was 12 and she went to live with her alcoholic father in various squalid flats, evading social services.

Clarke, a bully and the central figure among the drinkers, had a relationship with Ms Hunt, 41. He killed her, furious that she had allowed a dog to attack a child. Mr Thorpe, 43, was killed to stop him going to the police. Sentencing Thorpe today, Mr Justice Saunders described her as “stubborn, wilful, highly manipulative and bright but also immature and childish even for her young age”. He said there was no doubt she cared for and loved her father but he refused to accept that she had been completely under the dominant influence of Clarke.

“Her story is an appalling one and her case is rightly described as wholly exceptional,” said the judge. “She spent all her time with middle-aged alcoholics to whom violence was the norm” as they fought each other “and stole to get the drink which they craved”. The judge said Thorpe had played a “full part” in the murder of Ms Hunt and an attempt to cover it up. “She appeared to have glorified in it and described to a friend how she stamped on Rosie's head,” he said.

“At the time of his death her father was a hopeless alcoholic, unable to walk unaided or do anything for himself in his weakened state. Not only was he extremely vulnerable but his daughter had accepted the care of him.” The judge sentenced Thorpe to be detained at Her Majesty's pleasure, the juvenile equivalent of a life sentence, and said she would not be released until the parole board was satisfied she was no longer a danger.

It doesn’t take a genius to figure out who recruited them and why. Sex is power in Washington, London, Rome and Tel Aviv. If they aren’t snared in Washington, fly them to Tel Aviv. They got John McCain in Hanoi, or so reliable sources tell us, giving North Vietnam virtual control over American trade policies with Vietnam and guaranteeing the slow death of hundreds of abandoned prisoners of war.

It was the Franklin Scandal that told us how bad it was. A case is made against two American presidents as pedophiles, not just them but hundreds of others including dozens of prominent members of congress. “Franklin” went after the GOP and their weakness, phony Christianity, phony “family values” and the love of young boys. We know it isn’t just the GOP and Pentagon but Franklin taught us how far America could go to cover up well documented crimes, how much control there is over, not only the criminal justice system but the news media as well.

The political assassination of Chandra Levy was another, even easier than the murder of Pat Tillman, now supposedly “revealed” to the world as the cover-up of an “accident.” One of the most obvious expressions of disdain for America displayed by the criminal elite is the treatment of Americas soldiers and veterans. This week it was discovered that Prudential Insurance, one of America’s best known companies, was defrauding the families of soldiers killed in action. Insurance payments to the survivors of those killed in wars now admitted by all to be, not just “mistakes,” but clearly criminal wars of aggression, were withheld and reinvested but the proceeds was retained by Prudential and never paid to the survivors. Prudential, one of the most influential corporations on the planet profits, not only from war but from American deaths in war. With America’s Supreme Court ruled on a 5/4 basis by justices who cannot be described in terms other than corporate Zionist lackeys, the recent decision allowing unlimited campaign donations by international corporate conglomerates gives Prudential and their friends and affiliates virtual control over America’s military adventurism.

That power had always been there but now it is written into law. Corporations control America’s government and sending armies to do their bidding is now their legal right. There are no “checks and balances” left. Calling them “armies” is also a misnomer, as much as calling congress a legislative body or the Supreme Court as an organization meant to support justice is equally silly. Let’s look at what we call an army or in a broader sense, our new “agile” military. America turned onto the road to total bankruptcy and collapse during the Reagan years. Star Wars is the biggest of the cons. The idea was to develop hard science that could create a missile shield for America. Tests were falsified, money squandered, corruption was out of control. Nothing whatsoever resulted as the total failure of the Patriot missile system during the First Gulf War demonstrated. Every defensive technology can be defeated by an offensive technology for a tenth the price. The French taught the world this with the Maginot Line.

Billions, actually hundreds of billions have been spent to develop “stealth” everything, especially aircraft. However, by tuning down their radar frequencies, the Serbs had no trouble shooting down our stealth planes. The technology is a joke and the science to beat stealth was in place long before the planes hit the drawing board. Stealth is a con. Once upon a time we had one Marine Corps. It worked out well for the United States and, as General Smedley Butler loved pointing out, it was always there when Wall street needed thugs to collect a debt. Now we have a dozen cardboard cutout versions of the Marine Corps and every one of them is a con. The game, of course, is to sell the idea of elitism as a way of funding, not only wasteful spending and redundancy but to secretly give our “rogue” government their own terrorists, gangster enforcers, drug running lackeys and death squads, like any “banana republic.” When this wasn’t bad enough, we had to “privatize.” Not only does America have tens of thousands of “troops” probably involved in war crimes such as kidnapping, murder, torture and drug running but we now have private contracting companies hiring foreign nationals to do things even worse.

‘They Kill Alex’

Carlos Arredondo, a native Costa Rican, stands in a parking lot of a Holiday Inn in Portland, Maine, next to his green Nissan pickup truck. The truck, its tailgate folded down, carries a flag-draped coffin and is adorned with pictures of his son, Lance Cpl. Alexander S. Arredondo, 20, a Marine killed in Iraq in 2004. The truck and a trailer he pulls with it have become a mobile shrine to his boy. He drives around the country, with the aid of donations, evoking a mixture of sympathy and hostility. There are white crosses with the names of other boys killed in the war. Combat boots are nailed to the side of the display. There is a wheelchair, covered in colored ribbons, fixed to the roof of the cab. There is Alex’s military uniform and boots, poster-size pictures of the young Marine shown on the streets of Najaf, in his formal Marine portrait, and then lying, his hands folded in white gloves, in his coffin. A metal sign on the back of the truck bears a gold star and reads: “USMC L/CPL ALEXANDER S. ARREDONDO.”

“This is what happens every week to some family in America,” says Carlos. “This is what war does. And this is the grief and pain the government does not want people to see.” Alex, from a working-class immigrant family, was lured into the military a month before Sept. 11, 2001. The Marine recruiters made the usual appeals to patriotism, promised that he would be trained for a career, go to college and become a man. They included a $10,000 sign-on bonus. Alex was in the Marine units that invaded Iraq. His father, chained to the news reports, listening to the radio and two televisions at the same time, was increasingly distraught. “I hear nothing about my son for days and days,” he says. “It was too much, too much, too much for parents.”

Alex, in August 2004, was back in Iraq for a second tour. In one of his last phone calls, Alex told him: “Dad, I call you because, to say, you know, we’ve been fighting for many, many days already, and I want to tell you that I love you and I don’t want you to forget me.” His father answered: “Of course I love you, and I don’t want—I never forget you.” The last message the family received was an e-mail around that time which read: “Watch the news online. Check the news, and tell everyone that I love them.” Twenty days later, on Aug. 25, a U.S. government van pulled up in front of Carlos’ home in Hollywood, Fla. It was Carlos’ 44th birthday and he was expecting a birthday call from Alex. “I saw the van and thought maybe Alex had come home to surprise me for my birthday or maybe they were coming to recruit my other son, Brian,” he says. Three Marine officers climbed out of the van. One asked, “Are you Carlos Arredondo?” He answered “yes.” “I’m sorry, we’re here to notify you about the death of Lance Cpl. Arredondo,” one of the officers told him. Alex was the 968th soldier or Marine to be killed in the Iraq war.

“I tried to process this in my head,” Carlos says. “I never hear that. I remember how my body felt. I got a rush of blood to my body. I felt like it’s the worst thing in my life. It is my worst fear. I could not believe what they were telling me.” Carlos turned and ran into the house to find his mother, who was in the kitchen making him a birthday cake. “I cried, ‘Mama! Mama! They are telling me Alex got killed! Alex got killed! They kill Alex! They kill Alex! They kill Alex!” His mother crumbled in grief. Carlos went to the large picture of his son in the living room and held it. Carlos asked the Marines to leave several times over the next 20 minutes, but the Marines refused, saying they had to wait for his wife. “I did this because I was in denial. I think if they leave none of this will happen.” Crazed and distraught with grief, the father went into his garage and took out five gallons of gasoline and a propane torch. He walked past the three Marines in their dress blues and began to smash the windows of the government van with a hammer.

“I went into the van,” he says. “I poured gasoline on the seats. I pour gasoline on the floor and in the gas tank. I was, like, looking for my son. I was screaming and yelling for him. I remember that one day he left in a van and now he’s not there. I destroy everything. The pain I feel is the pain of what I learned from war. I was wearing only socks and no shoes. I was wearing shorts. The fumes were powerful and I could not breathe no more, even though I broke the windows.” As Carlos stepped out of the van, he ignited the propane torch inside the vehicle. It started a fire that “threw me from the driver’s seat backwards onto the ground.” His clothes caught fire. It felt “like thousands of needles stabbing into my body.” He ran across the street and fell onto the grass. His mother followed him and pulled off his shirt and socks, which were on fire, as he screamed “Mama! Mama! My feet are burning! My feet are burning!” The Marines dragged him away and he remembers one of them saying, “The van is going to blow! The van is going to blow!” The van erupted in a fireball and the rush of hot air, he says, swept over him. The Marines called a fire truck and an ambulance. Carlos sustained second- and third-degree burns over 26 percent of his body. As I talk to him in the Portland parking lot he shows me the burn scars on his legs. The government chose not to prosecute him.

“I wake up in the hospital two days later and I was tied with tubes in my mouth,” he says. “When they take the tubes out I say, ‘I want to be with my son. I want to be with my son.’ Somebody was telling me my son had died. I get very emotional. I kept saying ‘I want to be with my son’ and they think I want to commit suicide.” He had no health insurance. His medical bills soon climbed to $55,000. On Sept. 2, 2004, Carlos, transported in a stretcher, attended his son’s wake at the Rodgers Funeral Home in Jamaica Plain, Mass. He lifted himself, with the help of those around him, from his stretcher, and when he reached his son’s open casket he kissed his child. “I held his head and when I put my hands in the back of his head I felt the huge hole where the sniper bullet had come out,” he says. “I climbed into the casket. I lay on top of my son. I apologized to him because I did not do enough to avoid this.”

Arredondo began to collect items that memorialized his son’s life. He tacked them to his truck. A funeral home in Boston donated a casket to the display. He began to attend anti-war events, at times flying the American flag upside down to signal distress. He has taken his shrine to the Mall in Washington, D.C., and Times Square in New York City. He has traveled throughout the country presenting to the public a visual expression of death and grief. He has placed some of his son’s favorite childhood toys and belongings in the coffin, including a soccer ball, a pair of shoes, a baseball and a Winnie the Pooh. The power of his images, which force onlookers to confront the fact that the essence of war is death, has angered some who prefer to keep war sanitized and wrapped in the patriotic slogans of glory, honor and heroism. Three years ago vandals defaced his son’s gravestone. “I don’t speak,” he says. “I show people war. I show them the caskets they are not allowed to see. If people don’t see what war does they don’t feel it. If they don’t feel it they don’t care.”

Military recruiters, who often have offices in high schools, prey on young men like Alex, who was first approached when he was 16. They cater to their insecurities, their dreams and their economic deprivation. They promise them what the larger society denies them. Those of Latino descent and from divorced families, as Alex was, are especially vulnerable. Alex’s brother Brian was approached by the military, which suggested that if he enlisted he could receive $60,000 in signing bonuses and more than $27,000 in payments for higher education. The proposed Development, Relief and Education for Alien Minors Act, or DREAM Act, is designed to give undocumented young people a chance at citizenship provided they attend college—not usually an option for poor, often poorly educated and undocumented Latino youths who are prohibited from receiving Pell grants—for at least two years, or enlist and serve in the military. The military helped author the pending act and is lobbying for it. Twelve percent of Army enlistees are Hispanic, and this percentage is expected to double by 2020 if the current rate of recruitment continues. And once they are recruited, these young men and women are trained to be killers, sent to wars that should never be fought and returned back to their families often traumatized and broken and sometimes dead. Alex told Carlos in their last conversation there was heavy fighting in Najaf. Alex usually asked his father not to “forget” him, but now, increasingly in the final days of his life, another word was taking the place of forget. It was forgive. He felt his father should not forgive him for what he was doing in Iraq. He told his father, “Dad, I hope you are proud of what I’m doing. Don’t forgive me, Dad.” The sentence bewildered his father. “Oh my God, how can I forgive you? ... I love you, you’re my son, very proud, you’re my son.”

“I thought, when he died, my God, he has killed somebody,” Carlos says quietly as he readied for an anti-war march organized by Veterans for Peace. “He feels guilty. If he returned home his mind would be destroyed. His heart would be torn apart. It is not normal to kill. How can they do this? How can they take our children?”

Met chief under fire over £113m bill for protecting royals

One of Met's most senior officers will face MPs' questions today over how the force spent at least £310,000 every 24 hours protecting royals, VIPs and diplomats. Assistant Commissioner John Yates, head of specialist operations for the Metropolitan Police, will give evidence to the Commons' Home Affairs Select Committee after figures showed Scotland Yard racked up a £113,598,687 bill for armed bodyguards who shadow high-profile individuals and patrol at risk properties in 2009-10. He will be questioned by MPs “about topical aspects of his role, particularly in relation to royal protection and counter-terrorism” - and is also likely to be asked about the News of the World phone-hacking affair when he appears before the MPs.

Met Commissioner Sir Paul Stephenson complained to successive home secretaries that the Whitehall funding is not enough to adequately protect those at risk. As a result London residents are contributing to international protection duties through their council tax. Sir Paul indicated that the protection bill must be slimmed down and suggested he is impatient for an ongoing review to be completed.

The £113.6 million figure was less than the £127,784,028 spent in 2008-9, but similar to the £116,515,695 laid out in 2007-8. It can be made public for the first time after it was included in internal budget papers filed by accountants at the end of the financial year. But it is not clear if the money is only the annual grant handed over by the Government, which could mean the true cost of protection is even higher.

Police have begun preparing for the expensive and complex task of protecting hundreds of VIPs during the 2012 Olympic Games. One source said the figures include the cost of patrolling embassies, royal residences and other sensitive buildings. A panel of senior police officers, civil servants and diplomatic representatives continue to review the “who, why, when and how much” of protection duties.

The cost of safeguarding junior members of the royal family is one aspect that has come under considerable scrutiny during the review. The Met will confirm only that the Queen, the Prince of Wales and Prime Minister David Cameron receive protection. Others include former prime ministers Tony Blair and John Major and former Pakistan president Pervez Musharraf.

Police forces across England and Wales receive extra funding for so-called dedicated security posts every year. The Met bears the brunt of protection responsibilities and has been caught in a long-running dispute with the Government over how much it receives. The new figures come after details of expenses run up by police bodyguards were revealed by the Mail on Sunday. One team ran up a £250,000 bill in hotel accommodation, food and other items as they followed Mr Blair around the world.

The total expenses bill for members of the royal and diplomatic protection squad has reached more than £1.5 million this year. Sir Paul came under increasing pressure from his Police Authority to disclose publicly the total protection bill and who receives bodyguards.

Most of the protection budget is spent on salaries and overtime for round-the-clock armed guards on palaces and hi-tech security measures. Officers can work up to 70 hours a week, particularly on foreign trips, and can receive overtime payments running into tens of thousands of pounds.

Tabloid Hack Attack on Royals, and Beyond

IN NOVEMBER 2005, three senior aides to Britain’s royal family noticed odd things happening on their mobile phones. Messages they had never listened to were somehow appearing in their mailboxes as if heard and saved. Equally peculiar were stories that began appearing about Prince William in one of the country’s biggest tabloids, News of the World.

The stories were banal enough (Prince William pulled a tendon in his knee, one revealed). But the royal aides were puzzled as to how News of the World had gotten the information, which was known among only a small, discreet circle. They began to suspect that someone was eavesdropping on their private conversations. By early January 2006, Scotland Yard had confirmed their suspicions. An unambiguous trail led to Clive Goodman, the News of the World reporter who covered the royal family, and to a private investigator, Glenn Mulcaire, who also worked for the paper. The two men had somehow obtained the PIN codes needed to access the voice mail of the royal aides.

Scotland Yard told the aides to continue operating as usual while it pursued the investigation, which included surveillance of the suspects’ phones. A few months later, the inquiry took a remarkable turn as the reporter and the private investigator chased a story about Prince William’s younger brother, Harry, visiting a strip club. Another tabloid, The Sun, had trumpeted its scoop on the episode with the immortal: “Harry Buried Face in Margo’s Mega-Boobs. Stripper Jiggled . . . Prince Giggled.” As Scotland Yard tracked Goodman and Mulcaire, the two men hacked into Prince Harry’s mobile-phone messages. On April 9, 2006, Goodman produced a follow-up article in News of the World about the apparent distress of Prince Harry’s girlfriend over the matter. Headlined “Chelsy Tears Strip Off Harry!” the piece quoted, verbatim, a voice mail Prince Harry had received from his brother teasing him about his predicament. The palace was in an uproar, especially when it suspected that the two men were also listening to the voice mail of Prince William, the second in line to the throne. The eavesdropping could not have gone higher inside the royal family, since Prince Charles and the queen were hardly regular mobile-phone users. But it seemingly went everywhere else in British society. Scotland Yard collected evidence indicating that reporters at News of the World might have hacked the phone messages of hundreds of celebrities, government officials, soccer stars — anyone whose personal secrets could be tabloid fodder. Only now, more than four years later, are most of them beginning to find out.

AS OF THIS SUMMER, five people have filed lawsuits accusing News Group Newspapers, a division of Rupert Murdoch’s publishing empire that includes News of the World, of breaking into their voice mail. Additional cases are being prepared, including one seeking a judicial review of Scotland Yard’s handling of the investigation. The litigation is beginning to expose just how far the hacking went, something that Scotland Yard did not do. In fact, an examination based on police records, court documents and interviews with investigators and reporters shows that Britain’s revered police agency failed to pursue leads suggesting that one of the country’s most powerful newspapers was routinely listening in on its citizens. The police had seized files from Mulcaire’s home in 2006 that contained several thousand mobile phone numbers of potential hacking victims and 91 mobile phone PIN codes. Scotland Yard even had a recording of Mulcaire walking one journalist — who may have worked at yet another tabloid — step by step through the hacking of a soccer official’s voice mail, according to a copy of the tape. But Scotland Yard focused almost exclusively on the royals case, which culminated with the imprisonment of Mulcaire and Goodman. When police officials presented evidence to prosecutors, they didn’t discuss crucial clues that the two men may not have been alone in hacking the voice mail messages of story targets.

“There was simply no enthusiasm among Scotland Yard to go beyond the cases involving Mulcaire and Goodman,” said John Whittingdale, the chairman of a parliamentary committee that has twice investigated the phone hacking. “To start exposing widespread tawdry practices in that newsroom was a heavy stone that they didn’t want to try to lift.” Several investigators said in interviews that Scotland Yard was reluctant to conduct a wider inquiry in part because of its close relationship with News of the World. Police officials have defended their investigation, noting that their duties did not extend to monitoring the media. In a statement, the police said they followed the lines of inquiry “likely to produce the best evidence” and that the charges that were brought “appropriately represented the criminality uncovered.” The statement added, “This was a complex inquiry and led to one of the first prosecutions of its kind.” Officials also have noted that the department had more pressing priorities at the time, including several terrorism cases.

The images reveal how the pilot maneuvered the "Black Hawk" in miraculous ways to prevent a tragedy. One of the Black Hawk military helicopters security contingent of Colombian President, Juan Manuel Santos, Bogota has crashed shortly after takeoff with 14 policemen and soldiers on board. Only three of the crew were injured in the incident. The machine crashed shortly after takeoff to accompany Santos to the town of Madrid, where he is scheduled to hold a new session of the Cabinet weekly.

"Fortunately the helicopter captain Jaime Buenahora made a very timely and managed to maneuver the helicopter returned to the field of military school where he had gone and that averted a tragedy of major proportions," Santos explained himself. Military sources reported that all crew are safe because the pilot could maneuver the aircraft managed to land at the Military Academy Cadet Jose Maria Cordoba in Bogota. The Ministry of Health of Bogota moved to three uniformed police Clinic. Had minor traumas and fractures. A police superintendent is the most delicate, as it has fractured collarbone, as reported by the newspaper 'El Tiempo'.

According to initial accounts, the accident would have been caused by mechanical failure, as the engine speed "went down."

A well-known sports climber scaled the Millennium Tower on Mission Street in San Francisco on Monday afternoon without ropes, climbing equipment or permission, before he was arrested by San Francisco police on the roof of the building.

Police say Dan Goodwin, also known as "Spider Dan" started his ascent around 2:15 p.m. He now calls himself "Skyscraperman," and is known for climbing some o More..f the tallest buildings in the U.S., including the Sears Tower, John Hancock Center and World Trade Center. He uses a sophisticated suction cup system to climb many of these buildings. He said he wants to show the vulnerability of skyscrapers and also call attention to cancer, as he is a cancer survivor. The 54-year-old, who now lives in Lake Tahoe, scaled the 58-story building in a little over three hours.

Police had to shut down Mission Street between Fremont and Beale streets near the building as a precaution. Fire crews were also on the scene. Goodwin reportedly ignored orders to stop climbing the building.

A former boarding school head convicted of abusing boy pupils during the Seventies and Eighties was today given a 21-year jail term.

Derek Slade, 61, of Burton-on-Trent, was convicted of more than 50 offences. A jury found him guilty of sexually assaulting and beating 12 boys aged between eight and 13 between 1978 and 1983, following a trial at Ipswich crown court.

Paid Slade hit boys with a slipper, a table tennis bat and his bare hand then ordered youngsters to write about "whackings I have had". He ran St George's private school, which was initially based in Wicklewood, Norfolk, then moved to Great Finborough, Suffolk, in 1980. Slade was arrested after former pupils complained two years ago. One victim said he had never told his parents what had happened. Another described Slade's assaults as "reigns of terror". He had admitted assault, indecent assault and child pornography offences. He denied other allegations of assault and indecent assault but was found guilty. Slade admitted being a paedophile and told jurors that there was a sexual motive behind the corporal punishment he inflicted. But he denied more serious sexual assaults, including prosecution allegations that he hosted "midnight feasts" where boys would be abused.
